Course Overview

The High Voltage Safety & Risk Control for Lineworkers programme is a comprehensive, six-week course built on international safety standards, including NFPA 70E, IEEE, and OSHA frameworks, adapted to Caribbean operational environments. Participants gain both theoretical grounding and hands-on practical experience across seven structured modules.

By course completion, participants will hold a Certificate of Completion from ASTI and be equipped to contribute meaningfully to a culture of electrical safety within their organisations.

Module 1

Fundamentals of High Voltage Systems

Participants begin by developing a thorough understanding of the electrical systems they work within every day. This foundational module ensures all learners share a common technical language and understanding of utility infrastructure before advancing to hazard-specific content.

Voltage Concepts & Electrical Theory

Review of voltage, current, resistance, and power principles as applied to high-voltage systems above 1,000V AC.

Distribution & Transmission Systems

Overview of generation, transmission (33kV–400kV), and distribution (11kV–33kV) infrastructure as found across the Caribbean grid.

Utility Infrastructure & Equipment

Identification of poles, towers, transformers, switchgear, substations, and associated components and their operational roles.

Hazard Identification in the Field

Systematic approach to identifying electrical hazards during site surveys and pre-task planning activities.

Module 2

Electrical Hazard Recognition

Understanding the specific mechanisms by which electricity injures and kills is fundamental to preventing incidents. This module covers the five primary electrical hazards encountered in high-voltage environments, using technical diagrams and real-world case studies to reinforce recognition and response.

Each hazard type requires a distinct set of controls and PPE selections. Correct hazard identification is the first — and most critical — step in preventing electrical injuries and fatalities on the job site.

Module 3

Personal Protective Equipment (PPE)

Proper PPE selection, inspection, and use forms the last line of defence against electrical hazards. This module provides participants with the knowledge to select the correct PPE for every electrical task — and the discipline to never compromise on its use.

PPE Selection

Matching PPE category to arc flash incident energy levels and voltage exposure according to NFPA 70E / IEC 60900 standards.

Inspection Procedures

Pre-use and periodic inspection protocols for electrical-rated gloves, sleeves, blankets, and arc-rated clothing to identify damage and degradation.

Insulating Gloves & Sleeves

Class-rated rubber insulating gloves, testing requirements, and correct donning procedures including leather protector gloves.

Arc-Rated Protective Clothing

Arc-rated FR clothing, face shields, hoods, and full body PPE systems for working within arc flash boundaries.

Risk Assessment & Job Hazard Analysis

Systematic risk assessment is the cornerstone of a safe electrical worksite. This module provides participants with a structured methodology for identifying hazards, evaluating risks, and implementing effective controls before any high-voltage work begins.

Lockout / Tagout Procedures

Lockout/Tagout (LOTO) is one of the most critical safety procedures for anyone working on electrical systems. This module provides comprehensive training in energy isolation and control practices that prevent the unexpected re-energisation of equipment during maintenance and repair operations.

Prepare for Isolation

Identify all energy sources, notify affected personnel, and obtain the appropriate permits and authorisations before beginning any isolation activity.

Safe Shutdown & Isolation

Shut down equipment using established procedures, isolate all energy sources including electrical, hydraulic, pneumatic, and stored energy.

Apply Lockout & Tagout Devices

Apply individually keyed lockout devices and durable tags to all isolation points — each worker applies their own personal lock.

Verify Zero Energy State

Test the equipment using an approved voltage detector to confirm that all energy has been released and the equipment is in a zero-energy state before work begins.

Safe Work Practices for Lineworkers

This module addresses the specific, practical safety requirements of field linework — from pole climbing and aerial work to operations in proximity to energised conductors. Content is directly applicable to daily work conditions faced by utility and telecom field crews across the Caribbean.

Pole Climbing Safety

Safe climbing techniques, equipment inspection, body belt and harness systems, and fall arrest procedures for wood pole and steel structures.

Bucket Truck Operations

Aerial lift safety, pre-operation inspections, safe positioning relative to energised lines, and emergency lowering procedures.

Minimum Approach Distances

Voltage-based minimum approach distance (MAD) tables, approach boundaries, and procedures for working within the limited and restricted approach boundaries.

Working Near Energised Systems

Energised electrical work permits, qualified person requirements, second-person rule, and conditions under which energised work is permitted.

High Voltage Emergency Response

When electrical incidents occur, the speed and quality of the initial response determines survival outcomes. This module ensures every participant is prepared to act decisively and safely in the critical moments following an electrical emergency — without becoming a second victim.

Incident Response & Scene Management

Securing the scene, assessing hazards before approaching, communicating with the grid control room, and initiating the emergency response plan.

Emergency Communications

Activating emergency services, communicating incident details clearly to dispatchers and control centres, and coordinating on-site response teams.

Victim Rescue Procedures

Safe approaches to victims in contact with electrical systems, use of insulated rescue equipment, and non-contact rescue techniques to prevent responder injury.

First Aid & Medical Emergencies

CPR and AED use following electrical shock, burn management, treatment for electrical injuries, and handover to Emergency Medical Services personnel.

Practical Exercises & Field Simulations

Theory alone does not build safety competency — real skill comes from practice.
